Importing PVC Flooring from China: Buyer FAQ on MOQ, Duty, Lead Time & Certifications
If this is your first container of PVC flooring from China, the price is only one line of the story. Documents, certifications and container maths decide whether the order actually lands and sells. Here are the questions buyers ask us most.
What specs do I need before asking for a quote?
Send the target application, thickness, width and roll length, backing type, surface design or reference photo, estimated quantity, and destination port. A clear inquiry gets a faster, accurate quote — not just “how much per m²?”
FOB or EXW — which is safer for a first order?
Under FOB the factory handles export at the agreed port; you arrange sea freight and clearance. Under EXW you collect from the factory. For first-timers, FOB is usually easier because the supplier supports export handling before the goods leave China. FOB vs CIF: under CIF the factory also books freight and insurance to your destination port — convenient for a very first order, but you pay the supplier’s freight markup. Most buyers switch to FOB or CFR once they appoint a freight forwarder.
What is a typical MOQ?
Stock colours already in the production plan can start around 500 m². Fully custom OEM runs (unique pigment) typically start at 2,000–3,000 m² per design. Mixed colours in one container are often possible for a small premium.
How long is production plus shipping?
Manufacturing a bulk order usually takes 15–45 days after deposit; ocean freight adds another 20–40 days by destination port. Total turnaround is commonly 6–8 weeks. Peak season (Q3) can book 2–4 weeks out.
Which certifications actually matter?
For Europe: CE marking, ISO 9001 / 14001, FloorScore or GREENGUARD for indoor air, and product standards EN 649 (homogeneous) / EN 651 (heterogeneous). Fire class Bfl-s1 is a common institutional requirement. Always ask for test reports from an accredited lab.
What is the import duty and HS code for PVC flooring from China?
PVC sheet, tile and skirting usually classify under HS 3918.10 (floor coverings of polymers of vinyl chloride). Import duty is typically a low single-digit percentage — around 6% into the UK, for example — plus local import VAT. Confirm the exact 10-digit commodity code and rate in your own market tariff before ordering. Which documents do I need to clear customs?
The standard pack: commercial invoice with the HS code, packing list with carton weights, CE EN 14041 Declaration of Performance where applicable, lab test reports, and the bill of lading. We issue the full document set with every shipment, and telex release on the B/L avoids original-document delays at your port.
Container loading & payment
PVC rolls are heavy cargo — a 20 ft container is common (roughly 2,500–3,500 m² by thickness). Standard first-order payment is 30% deposit, 70% against copy of Bill of Lading. Never pay 100% upfront.
Red flags to avoid
Watch for “PUR” that is really temporary wax (washes off), high recycled-content that smells or fails healthcare use, and a wear layer delivered thinner than quoted. Independent pre-shipment inspection (SGS / Bureau Veritas / QIMA) protects you.
